
Human Trafficking
This course is designed to provide training to state and local law enforcement personnel and others on the problem of human trafficking and ways and means of combating it. The term "human trafficking" is not widely known, and many who have heard it do not think it is relevant to them or the area in which they live. It is, in effect, modern-day slavery, involving the exploitation of persons for commercial sex or forced labor.
Human trafficking is a multibillion-dollar, global problem that is present in and impacts the United States. The U.S. is, for the most part, a destination country for traffickers. Recent estimates indicate thousands of persons are trafficked into the United States annually, and there are currently ongoing human trafficking investigations in almost every state. Most, though not all, victims in the United States are foreign-born and speak little to no English. They are often very poor, disadvantaged, and vulnerable for a variety of reasons that make them easy prey for traffickers who will kidnap victims outright or entice them with false promises of a better life and work.
In 2000, Congress passed the Trafficking Victims Protection Act to combat trafficking in persons. Since that time, several agencies of the U.S. Departments of Justice, Homeland Security, and Health and Human Services, along with a number of state and local agencies, have mounted significant efforts to address the problem. This training will orient you to the nature and scope of the human trafficking problem and the efforts of both governmental and nongovernmental agencies to deal with it.
Upon completion of this course, participants will be exposed to the nature and scope of human trafficking and will be aware of victim identification and rescue issues. The participant will also be aware of investigative and prosecutorial considerations and methods, as well as the need for a coordinated community response to this most egregious violation of human rights.
