2012 Award Winner - Peter St. Michel

 The Professional Employees of UMA have recognized Peter St. Michel with the Meritorious Service Award for the PEA. Nominators spoke of him as an unsung hero of UMA whose vocabulary does not include "No." He works long hours and solves problems related to facilities, grounds, and renovations with good humor and efficiency. 

2011 Award Recipient - Tricia Dyer

The Professional Employees of UMA have recognized Tricia Dyer with the Meritorious Service Award for the PEA.  She is the Assistant Director of Academic and Career Advising, and her office is located on the Augusta campus.  Her nomination letter noted her commitment to customer service, can-do attitude, committee service, and strong knowledge-base.

2010 Award Recipient - Sheri Stevens

The Professional Employees of UMA have recognized Sheri Stevens with the Meritorious Service Award for the PEA.  Sheri manages campus Security, Human Resources, the Mail Room, Accounts Payable, Purchasing, the Information Desk, Computer Services, the general Administrative Services functions, and much more, on both the Augusta and Bangor campuses.

2009 Award Recipient - Marcia Mower

The Professional Employees of UMA have recognized Marcia Mower as the Outstanding PEA Member for the 2008-2009 school year. She is the Assistant Director of Advising and Student Services and the Assistant to the Academic Deans.  Her office is located on the Bangor campus. She has the distinction of being nominated by two separate individuals.

The duties of the officers shall be as follows:  The Chair shall be responsible for calling and conducting meetings of the PEA, the PEA Senate, and the Executive Board.  The Chair shall act as a representative of the PEA in matters of concern to the PEA and shall sit on the University Governance Council.

The Vice-Chair shall act as Chair in the event that the Chair is unable to complete his/her duties.

The Secretary shall record the minutes of the meetings, maintain any records, and shall maintain correspondence with members.

The Treasurer shall maintain all financial records and shall be responsible for disbursing funds from the PEA Professional Development Fund.

The four officers shall constitute the Executive Board and shall meet (at the Chair’s discretion) to assist the Chair in fulfilling the PEA’s purposes.

In the event that the Chair resigns or becomes incapacitated, the Vice-Chair shall succeed automatically to the Chair.  All vacancies shall be filled by election at the next meeting of the PEA, provided written notification of the election has been sent out to the membership.

Article II – Meetings

As specified in the PEA Constitution, there will be a minimum of one general meeting each semester.  Additionally, the PEA Senate and/or PEA Executive Board will meet as necessary to carry out the business of the PEA.

Two-thirds of the PEA Senate (six Senators) is required for a quorum.

Article III – Voting

In general, only PEA Senators shall have voting privileges; each Senator is expected to communicate with her/his constituents to garner their input prior to voting.  PEA Senate votes are decided by a majority of the Senators voting, providing that at least six Senators (quorum) cast votes.

Under special circumstances, and at the discretion of the Chair, voting may be open to all members.  Under such circumstances, a majority vote of the University of Maine at Augusta professional employees voting is required for passage.

Article IV – Procedures

The PEA will conduct itself professionally and ethically, treating all members of the UMA community with respect and courtesy.  As such, no governing procedures are required for day-to-day activities.  If, under special circumstances, governing procedures are deemed necessary, a subcommittee shall be formed to establish them.

Article V – Adoption

These proposed By-Laws shall be distributed to the University of Maine at Augusta professional employees for adoption.  A majority vote of the University of Maine at Augusta professional employees voting shall be necessary for adoption.

Article VI – Amendments

Proposed amendments to the By-Laws must be submitted in writing to the Chair, who will distribute copies to the PEA.  The proposed amendments shall be voted upon by the professional employees no later than thirty days after the date of distribution.

To be enacted, a proposed amendment must be approved by majority vote of the University of Maine at Augusta professional employees voting.

The Professional Employees Assembly (PEA) of the University of Maine at Augusta represents over 140 employees working on the two UMA campuses (Augusta and Bangor) and at many locations throughout the state. The PEA provides a forum for the University of Maine at Augusta’s (UMA) professional employees to meet and share information for the development of our members and the education of our students.  A Senate comprised of 9 Senators governs the PEA.

PEA Funding Opportunities

The PEA has funds to support personal and professional development. The funds can be used for workshops and training fees or to pay for books and course fees. The current grant limit is $250 per fiscal year per professional employee. To request funds, the appropriate form needs to be downloaded, completed, and mailed to Jennifer Mascaro, Development Fund Coordinator.

Article I – Purpose

The Professional Employees Assembly shall provide a forum for The University of Maine at Augusta’s professional employees to meet, share information, and encourage joint support for the development of our members and the education of our students.  The forum shall make recommendations to the President on matters of direct relevance to the Assembly. Collaboration with all of The University of Maine at Augusta employees shall be encouraged.

Article II – Authority

The Professional Employees Assembly acknowledges that the University of Maine System Board of Trustees is the legal governing body of the University of Maine System.  Nothing within this constitution, nor its accompanying By-Laws, shall be construed as granting to the Professional Employees Assembly the authority to act outside the policies of the aforementioned Board of Trustees.  The Board of Trustees delegates to the Chancellor the authority for approval of this Constitution.

Article III – Name

The name of the organization is the Professional Employees Assembly and shall hereinafter be referred to as the PEA.

Article IV – Membership

The University of Maine at Augusta’s professional employees are members. The President, and Executive Vice-President and Provost of The University of Maine at Augusta shall be non-voting, ex-officio members.

Article V – Senate

The PEA shall be governed by a nine member senate. Eight (8) senators shall be elected from within and represent specific functional areas. One (1) senator shall be selected at-large by the eight elected senators. The eight (8) functional areas are:

  1.  Academic/Administrative Personnel
  2. Administrative Services and Finance & Data Office
  3. Computing/Technical Services
  4. Admissions & Records
  5. Financial Aid and Student Accounts
  6. Libraries and Academic Support
  7. Maine Centers for Women, Work, and Community
  8. Student Services

Election for senators shall be held bi-annually. Terms of office shall be from June 1 of the first year to May 31 of the second year. The at-large senator shall be selected in May. Members may vote only within their functional areas.

Each senator shall have a special role. The roles shall assist the senate in performing the purposes of the assembly and recognizing the need of the assembly to maintain active, formalized networks with other constituent groups.

The roles are chosen/elected among the senators < every other May. The roles are:

  1. Chair
  2. Vice Chair
  3. Secretary
  4. Treasurer
  5. Liaison to the Faculty Senate
  6. Liaison to the Student Government Association
  7. Liaison to the Classified Employees Assembly
  8. Chair of Professional Development
  9. At Large

Article VI - Executive Board

The executive board shall consist of the Chair, Vice Chair, Secretary, and Treasurer.  The purposes of the executive board shall be (1) to set the agenda for the full assembly, (2) to choose representation to any relevant ad hoc committee(s) or meetings, and (3) to meet for emergency decisions.

Article VII – Meetings

Three types of meetings shall exist.

(1) Assembly

The assembly meetings shall be open to all professional employees  of The University of Maine at Augusta.  The assembly shall meet at least once a semester. Any member of the PEA may request an assembly meeting. The Chair shall have the right to determine if the request warrants a meeting. Two-thirds of the senate (six senators) shall be required for a quorum of the assembly meetings.

(2) Senate

The senate meetings shall be closed for senate membership only. The senate shall meet as necessary.  Any member of the senate may request a senate meeting. The Chair shall have the right to determine if the request warrants a meeting. Two-thirds of the senate (six senators) shall be required for a quorum of the senate meetings.

(3) Executive Board

The executive board meetings shall be closed. Non-board individuals/ groups shall be invited based on a ¾ vote of board members. The executive board shall meet as necessary. Three-fourths of the board (3) members shall be required for a quorum. Any member of the executive board may request a board meeting. The Chair shall have the right to determine if the request warrants a meeting.

Article VIII – Voting
