Objective 1.4.4 Strategies and Benchmarks

1.4.4 The University will expand its Capital Campus initiative with Maine state government throughout its academic and student services programs as demand for those services increases.

UMA faculty and staff will continue to remain engaged with staff in the Bureau of Human Resources in the Office of State Training and Organizational Development to respond to the educational needs of state employees.  The focus of this collaboration will include opportunities for advising and prior learning assessment, development of courses of study identified as useful to state government personnel, and scheduling of courses at the State House complex when feasible. 

The Provost's designee will continue to compile an annual inventory of courses offered at the Cross Building and the number of state employees attending those courses and report the findings to the Provost.

Business faculty in the College of Math & Professional Studies will collaborate with the Bureau of Human Resources to develop and provide a certificate in Governmental Accounting requested by the Department of Administrative and Financial Services by fall 2008. 

The Dean of the College of Natural and Social Sciences will continue to consult with the Department of Health and Human Services and USM's Muskie Institute to ensure that academic programs meet their employees' ongoing needs. [ongoing]

English faculty in the College of Arts and Humanities will provide instruction specifically for state personnel in College Writing and Advanced Technical Writing as needed. [ongoing]

Advising staff will respond to questions from state employees directed to UMA by personnel in the State Bureau of Human Resources or from other departments of state government. [ongoing]

If interest from the Bureau warrants, UMA will resume on-site advising/registration and the quarterly Capital Campus e-newsletter, conduct its second survey of state employees regarding their needs for higher education, and deliver courses at the State House complex.  This assessment will be made annually by the Provost in consultation with the Dean of Students, the academic deans and relevant faculty. 

The Provost will continue his discussions (2007-2008) with administrators at Kennebec Valley Community College to determine whether collaboration between UMA and KVCC might meet the perceived educational needs of the State Bureau of Human Resources.  Preliminary discussions by the UMA, USM (Muskie Institute), and UM (Margaret Chase Smith Center) provosts, initiated in spring 2007, on how the System can best serve the needs of state employees through collaboration will continue engaging appropriate faculty, university administrators, and state representatives.

In FY '09 the President will work with the Chancellor to develop a strategy for state government agencies and departments to have a unified minimum standard for tuition reimbursement.
