
Objective 5.2.1 Strategies and Benchmarks
5.2.1 Through the President's Advisory Council, UMA's four governance units – Classified Employees Assembly, Faculty Senate, Professional Employees Assembly and Student Government Association – will coordinate their annual agendas to help achieve the goals of the UMA Strategic Plan.
In April 2007 the President will draft a memo to all constituent groups to remind them that in September they need to develop an agenda of what they hope to accomplish in the coming year. These agendas will be shared at the October meeting of the President's Advisory Council (PAC). By the December meeting of the PAC all agendas will have been coordinated to insure that: groups are not working at cross purposes; economies of dollars and efforts are found where groups are working towards a common objective; and each group has assumed some responsibility to help accomplish appropriate goals within the UMA Strategic Plan. The objective is not to dictate what individual groups are doing, but rather insure that each is developing a sense of ownership and responsibility about UMA and achieving institutional effectiveness as defined by success in executing the Plan.
In the Overview of the Implementation and Assessment portion of the Plan it states:
The President's Advisory Council will serve to facilitate and coordinate activities among the various constituent groups related to the Strategic Plan because it is the sole body within UMA that has representation from all the constituent groups. As a key step to facilitate and coordinate activities, there is an expectation that each group will write an agenda for the coming year and bring it to the Council with the idea of moving the Strategic Plan forward.
This issue is closely linked with the Topic 2.3.3 of the Plan, which states:
These annual reports, coupled with those independently generated by deans, directors, and others as well as the goals and objectives in UMA's Strategic Plan, will provide the foundation for an Annual Agenda for the University. From these reports the President's Advisory Council will construct the University's Annual Agenda.
The Strategies and Benchmarks entry for 2.3.3 state:
In FY '08 the PAC will generate an Annual Agenda for the University, and will do so annually thereafter. The Annual Agenda will be constructed in the fall of each year. It will be designed for implementation in July of the next fiscal years hence. (e.g. The FY '08 Agenda will be developed in the fall semester of 2007. It will be implemented in July 2008 [the start of FY '09].) The lead time reflects the need to influence the budgeting process. Normally, the budget for the coming fiscal year is done in the early spring of the preceding FY.
This objective is the culmination of all the others within Goal #2. It is where "grassroots" assessment and its resulting identification of strengthens and needs feed into how the University will operate. The Agenda says where we will invest or money and energy to be more effective in accomplishing our mission.
