Chief Noel C. March, M.A.

Noel March is presently serving as both a member of the Justice Studies faculty and as Director of the Maine Community Policing Institute at the University of Maine at Augusta. He is most notably the former 39th United States Marshal for the District of Maine having been nominated by President Barack Obama in December 2009 and unanimously confirmed by the U.S. Senate in April 2010. He holds a Top Secret clearance and is a subject matter expert in the topics of community policing, hate crime prevention, strategic leadership and ethical decision-making having traveled internationally as a presenter and consultant on these topics. His work has been featured in Police Chief magazine, FBI National Academy Associates magazine, University Business magazine, Campus Law Enforcement Journal magazine and Law Enforcement Trainer magazine.

Noel C. March is the Chief of Police & Senior Director of Public Safety for the University of Southern Maine. In this position he is responsible for the safety and security of the students, faculty, staff and visitors to the state’s second largest public university with campuses in Portland, Gorham and Lewiston, Maine.

From 2010 to 2018 he served as an appointee of President Obama as our United States Marshal where he oversaw the protection of our federal courts and judges, the investigation and apprehension of federal fugitives, the investigation of registered sex offenders, confiscation of criminal assets and support of the witness protection program.

Chief March is a subject-matter-expert on the topic of Community Oriented Policing. He is also the author of the award winning online police training program “Transgender Issues & Awareness for Law Enforcement” and he instructs “Restorative Justice” and “Community Policing” courses at colleges and conferences nationally.

Additionally, he has been featured in numerous professional publications and is a decorated 38 year veteran of law enforcement in Connecticut and Maine, where he has also held the ranks of Police Officer, Drug Unit Supervisor, and Chief Deputy Sheriff.

He is a graduate of the 170th session of the FBI National Academy as well as the University of New England and the University of Maine Graduate School, where he earned degrees in Organizational Leadership and Peace & Reconciliation Studies, respectively.

Noel lives in Hampden, Maine with his wife Laurie and their children Chloe, Caleb and Abby.
