Annual Security Report for UMA Rumford Center 2022

Background

UMA Rumford Center is an administrative unit of University of Maine at Augusta, delivering UMS programs and courses in the western mountains area of Maine. We are an off-campus center, located in a leased building, where we deliver programs/courses for the seven universities in the state. As a provider, we are required to comply with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, enacted in October 1998. The requirements and our responses are summarized below.

Requirements of the Law

(A) A statement of current campus policies regarding procedures and facilities for students and others to report criminal actions or other emergencies occurring on campus and policies concerning the institution’s response to such reports.

Response: UMA Rumford does not have its own security force. All students and employees should report criminal offenses, for timely warning and statistical reporting purposes, to the following staff personnel:

  • The Director – 364-7882;
  • The Student Services Coordinator – 364-7882;
  • The Administrative Support Supervisor – 364-7882;
  • The Administrative Specialist CL1 – 364-7882.
  • Student workers on duty at our front desk – 364-7882.

The staff will report any crimes to the local police department in the town of Rumford (364-4551), or if there is no answer, to the Oxford County Sheriff’s Dispatch (800-733-1421). Incident reports will be filled out and provided to UMA’s Office of Administrative Services. These reports, together with any statistics from the police and policy information, form the basis of the crime report, which is compiled and published on an annual basis by October 1.

We will provide timely notice of crimes to our students to protect their safety and to help prevent similar incidents. This notice will be given by having the Director/Student Services Coordinator personally visit classrooms and issue a warning and/or by publishing a special student bulletin made available to each student.

The town of Rumford provides fire department services by dialing 911; and ambulance service is provided by Med Care in Mexico, phone: 364-3884.

We do not have any procedures for crimes to be reported on a voluntary, confidential basis.

(B) A statement of current policies concerning security and access to campus facilities, including campus residences, and security considerations used in the maintenance of campus facilities.

Response: The Rumford building is accessible to students and members of the community during normal operating hours on Monday through Friday. Those hours are normally 8 a.m. to 7 p.m., Monday through Friday, but may vary by semester.

We have no residence halls. We have a key control program to limit unauthorized access.

Our building has outside lighting, at both the main and rear entrances, and in our parking lot. This lighting is checked daily. Staff who close the building ensure all windows and doors are shut and locked as they leave.

Our local police department makes routine patrols through our parking lots after dark.

(C) A statement of current policies concerning campus law enforcement, including the enforcement authority of security personnel, including their working relationship with State and local police agencies; and policies which encourage accurate and prompt reporting of all crimes to the campus police and the appropriate police agencies.

Response: Although we have no security personnel, our working relationship with our local police department is excellent. The Rumford Police Department, 150 River Street, Rumford, Maine, is located one street over from the Center and simply a phone call away: 364-4551. Because they are a small department, callers may be told to dial 911 for emergencies, or the Oxford County Sheriff’s Dispatch at 800-733-1421.

Since we are a small community, we have a unique and close relationship with students. We encourage them to report crimes promptly. We do this at orientations and through periodic reminders in our newsletters.

(D) A description of the type and frequency of programs designed to inform students and employees about campus security procedures and practices and to encourage students and employees to be responsible for their own security and the security of others.

Response: Every semester, we walk through lock-up procedures with our student workers to ensure they (especially new employees) are familiar with securing the building. We have a checklist for all to follow and initial. We stress ensuring windows/doors are locked, and outside lighting is on. We try to have at least two staff members secure the building. We also provide students with brochures on security/safety.

(E) A description of programs designed to inform students and employees about the prevention of crimes.

Response: We do not have set programs in place to prevent crimes. Occasionally, we’ve offered a self-defense workshop to our students/staff/the general community.

(F) A statement of policy concerning the monitoring and recording through local police agencies of criminal activity at off-campus student organizations which are recognized by the institution and that are engaged in by students attending the institution, including those student organizations with off-campus housing facilities.

Response: We have no off-campus student organizations or housing.

(G) A statement of policy regarding the possession, use, and sale of alcoholic beverages and enforcement of State underage drinking laws.

Response: We follow University of Maine System policy, as outlined in the Student Conduct Code, and Maine State Law, regarding alcoholic beverages which prohibit the acquisition, transportation, possession and consumption of alcohol by anyone under 21 years of age. We have a policy not to allow the possession or consumption of alcohol on our premises.

(H) A statement of policy regarding the possession, use, and sale of illegal drugs and enforcement of Federal and State drug laws.

Response: We follow University of Maine System policy, as outlined in the Student Conduct Code, and state and federal law, which prohibit the possession, use or sale of illegal drugs or paraphernalia.

Employee violations of these policies will be reported to UMA’s Human Resource Officer, and the Associate Provost, for review and action.

Employees are subject to appropriate sanctions that may include but are not limited to: suspension, probation, dismissal, restitution, official censure or reprimand, referral for prosecution, and participation in a rehabilitation program.

Student violations of these policies governing drugs and alcohol are subject to disciplinary action that may include referral to counseling, and/or referral of individuals to the Committee on Student Conduct. Sanctions that may be imposed by the Committee include but are not limited to: verbal warning, letter of censure, exclusion from various campus social and/or ceremonial activities, disciplinary probation, mandatory referral to a counseling program, suspension for a designated period of time, suspension with readmission contingent on proof of counseling or successful completion of a rehabilitation program and/or dismissal from the University in which enrolled, and referral for prosecution.

(I) A description of any drug or alcohol abuse education programs as required under the Higher Education Act.

Response: We have no local programs established at the Center but have viable referral options for both employees and students. Pamphlets regarding university policy on alcohol and drugs for both employees and students are sent to all employees and registered students. Students are referred to our Student Services Coordinator for further referrals. Students, if matriculated, are referred to their local campus, in our case, the University of Maine at Augusta, Cornerstone Programs, phone: 621-3390. Non-matriculated students are referred to local agencies. Employees are referred to our Human Resource officer and to the system Employee Assistance Program, phone 1-877-622-4327.

(J) A statement of policy regarding the institution’s campus sexual assault programs to prevent sex offenses, and procedures to follow when a sex offense occurs.

Response: We have no specific in-house programs to promote awareness of rape and other sex offenses, although UMA’s Dean of Students presents a sexual harassment workshop when asked. We do have two posters on our bulletin board with information regarding a local rape counseling hotline and the other regarding sexual harassment. Any student making a complaint of any sexual offense will be referred to the Student Services Coordinator who will advise, encourage and assist with reporting the offense to local law enforcement and to the closest campus conduct officer (either UMA or UMF) for appropriate action under the UMS Student Conduct Code and that institution’s student guide.

The code/guide make it clear both accuser and the accused are entitled to the same opportunities to have others present during a campus disciplinary hearing, and both the accuser and the accused shall be informed of the outcome of any campus disciplinary proceeding brought alleging a sexual offense.

Victims of sexual assault should be aware of the importance of preserving evidence, which may be necessary to prove sexual assault.

Students involved in misconduct (including violations of University regulations) are subject not only to prosecution by the courts but also to disciplinary action taken by the Code of Conduct Committee. Specific judicial procedures are contained in Student Guides as well as the University of Maine System Student Conduct Code. The Conduct Code booklet is provided separately to all new matriculated students.

Students may request assistance in changing academic situations after an alleged sexual assault incident if they so desire. Changes will be made if the requested changes are reasonable and if facilities are available.

Location of Sex Offenders Registry

In accordance with the Violent Crime Control and Law Enforcement Act of 1994, information concerning registered sex offenders may be obtained online at Maine’s Sex Offender Registry http://sor.informe.org/sor/ and at the Rumford Police Department, 150 River Road, Rumford, Maine 04276, 207-364-4551.

(K) A statement of current campus policies regarding immediate emergency response and evacuation procedures, which policies shall include procedures to:

i.) immediately notify the campus community upon the confirmation of a significant emergency or dangerous situation involving an immediate threat to the health or safety of students or staff occurring on the campus unless issuing a notification will compromise efforts to contain the emergency

Response: Students, staff and visitors in the building which houses the UMA Rumford Center are notified of the need to evacuate by activation of the building fire alarm.

ii.) publicize emergency response and evacuation procedures on an annual basis in a manner designed to reach students and staff

Response: All students and staff are notified annually of the location of this Annual Security/Crime report for the UMA Rumford Center where these procedures are publicized.

iii.) test emergency response and evacuation procedures on an annual basis.

Response: We work carefully with Rumford city fire and police personnel and coordinate an annual test evacuation of the building annually while being observed by city safety personnel.
